The three tiers are not sorted by size, they are sorted by how wet the contents get. Clear PVC sits at the top for the toothbrush and paste, because those are used twice a day and you want to see them without unzipping anything. Mesh sits in the middle so brushes dry instead of sitting damp against fabric — which matters more in this climate than in a dry one. The zip compartment with the bottles sits at the bottom, and that is the part worth noticing: the heaviest items hang lowest, so the load pulls straight down through the hook and the bag stays still rather than swinging against the wall. The 9cm depth is what lets full-size bottles stand upright instead of lying on their sides. One practical warning — at roughly four litres this is checked-luggage sized, not a cabin liquids bag, so it will not pass as your one-litre clear bag at security.
